Landscaping & Outdoor Construction in West St. Paul, MB
New-build yard packages and established property work across West St. Paul, one of Manitoba's fastest-growing municipalities.
West St. Paul sits directly north of Winnipeg, west of the Red River, and it is growing fast. The population rose 25 percent between 2016 and 2021, from 5,368 to 6,909, making it the second-fastest-growing municipality in Manitoba after Niverville.
That growth is the story of the work here. A large share of what we do in West St. Paul is turning a bare graded lot into a finished yard.
Meadowlands and the New-Build Reality
Meadowlands is the municipality’s largest residential development, a 380-acre master-planned community with three naturalized lakes, walkway networks, and lot sizes running from standard residential up past two-acre estate lots.
A new-build lot comes with a grade and nothing else. No sod, no fence, no deck, no patio, and often no topsoil worth the name. Everything that makes the yard usable has to be built, and it has to be built so the developer’s approved lot-grading plan keeps doing its job. Water still has to get where the plan says it goes.
That is why we start with the grade rather than with the thing you actually asked about.
Rivercrest and the Established Side
Not all of West St. Paul is new. Rivercrest was established in 1946 under the federal Veterans Land Act as a settlement for 56 returning Second World War veterans and their families, and it remains the only major veteran subdivision of its kind in the immediate area.
Properties of that vintage have mature trees, settled ground and yards where the original grading has quietly stopped working over seventy-odd years. The work there is replacement and correction rather than creation, and the mature root systems are something to design around rather than cut through.
Drainage Is the Municipal Preoccupation
The Red River forms the eastern boundary of West St. Paul, dividing it from East St. Paul, and that proximity shapes drainage and flood risk across the municipality.
The Grassmere Drain, a major subsurface drainage system, runs through West St. Paul, and its 1913 culvert on Main Street was recently replaced with a new bridge structure as part of the PTH 9 corridor upgrades. Drainage infrastructure at that scale is not a coincidence. It is a response to ground that does not shed water on its own.
On individual properties that translates directly. Grading and drainage are not an upsell here, they are the precondition for everything built on top.

West St. Paul Outdoor Construction Questions
We just took possession in Meadowlands and the lot is bare. What order do things go in?
Grading and drainage first, then the hard surfaces such as patio, walkway and any retaining wall, then fencing, then sod and planting last. Doing it in that order means nothing finished gets driven over. On a new lot the developer's approved grading plan has to keep working, so we start by understanding it.
How close are you to West St. Paul?
Very. We are based in the RM of St. Andrews, immediately north, and Main Street runs straight between us. It is one of the shortest drives we make, which matters for snow removal where distance decides what is practical.
Are the estate lots a different job from the standard residential ones?
Mostly in scale. Meadowlands mixes standard residential lots with 2-acre-plus estate lots, and the larger ones give room for a genuinely substantial project along with more fence run and more grading. The build standards are identical. The quantities are not.
Our place in Rivercrest is from the post-war era. Is the yard worth redoing?
Frequently yes, because the original grading has usually settled and the deck and fence are decades past their service life. The advantage in an established area is mature trees and a lot that has stopped moving. We work around the roots rather than through them.
