Waverley West is the largest planned development in Winnipeg’s history. Approved by the Government of Manitoba in 2005 and laid out over a twenty-year construction timeline, it was designed to accommodate roughly 13,000 homes and 40,000 residents across seven neighbourhood planning areas.
Fully built out, that is a population that would make it one of the larger communities in the province on its own.
Built to a Plan, Including the Water
Development is governed by the Waverley West Area Structure Plan, adopted by City Council as By-law 10/2006 in July of that year. That plan is why the area looks coherent rather than assembled, and it is also why drainage here is not improvised.
The development contains 44 retention ponds forming an interconnected stormwater system that captures rain, street runoff and water-main breaks across the whole area.
Every lot drains toward that system by design. Your back yard is a small component of a very large piece of water infrastructure, which has a direct practical consequence: anything built in it has to keep the intended fall working. We start from the approved lot-grading plan, which on a newer lot is a genuine advantage because the intended drainage is documented rather than inferred.
The supporting infrastructure was substantial too. A $69.7-million arterial roads project completed in 2014 extended Kenaston Boulevard south to the Perimeter and reconfigured the Bishop Grandin interchange.
Twenty Years of Building Means Two Kinds of Yard
Because the development has been underway since 2005, its neighbourhoods are at genuinely different stages.
The earliest Bridgwater phases are now approaching twenty years old, which is when builder-grade decks and fences reach the end of their service life and original grading has had time to settle. That work is replacement and correction.
Newer phases are still handing over bare graded lots where everything has to be built from nothing.

Access Drives the Number
Across Waverley West the variable that most affects cost is how material gets into the back yard. Lot widths vary considerably between neighbourhoods and house types, and on the narrower laned lots a machine frequently cannot get through the side.
That is worth establishing before anything else, because it changes the price more than the size of the patio does.

Is there a difference between the neighbourhoods for yard work?
Mainly lot size and access, which drives cost more than anything else. Beyond that the constraints are shared across the area, namely the clay, the frost depth, the drainage plan and the architectural guidelines that apply to your particular neighbourhood.
